Pesticide Matrix

The Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), which governs the registration, distribution, sale, and use of pesticides in the U.S., requires all pesticides distributed or sold in the U.S. to be registered or licensed by the EPA. Pesticide labels, which are approved by the EPA when a pesticide is registered, have the force of law. FIFRA also includes provisions on packaging, storage and disposal, transportation and recall of pesticides as well as on restricted use pesticides and experimental use permits.


State, tribal and local governments may also regulate pesticides. In addition to federal registration, many states require registration of pesticides and devices offered for sale within their jurisdiction. States may mandate registration of pesticides that the EPA does not regulate, or impose additional requirements. The table below presents retail-relevant state-specific requirements that are in addition to federal requirements under FIFRA. Restricted-use pesticides are not included as they may not be sold to consumers.
